Develops, coordinates, administers, and evaluates a comprehensive public school transportation program including planning, monitoring, and coordinating student transportation services, managing bus contractor, bus driver, and bus assistant items, weather, equipment and budgetary items. Plays a key role in the Transportation Committee, Student Routing, transportation-related investigations, weather decisions; budget planning; development of policies and procedures for the Department of Transportation; hiring and evaluation; professional development; long-range program planning; establishing immediate priorities, and supervision and evaluation of staff members. Communicates clearly and consistently with community members, parents/guardians, school staff, state and local agencies, bus drivers, and bus contractors.REPORTS TO : Chief Operations OfficerEDUCATION, CERTIFICATION AND EXPERIENCE :At the time of application, the candidate must hold or be eligible for:Bachelors degree from an accredited college or university required.Five (5) years of successful experience in an administrative or supervisory capacity in public school transportation or as a school-based administrator.Satisfactory driving recordNational Association for Pupil Transportation (NAPT) Director or Supervisor certification preferred.Eligible for and obtain in the first year of employment a Maryland Commercial Drivers License, Class B with passenger, school bus and air brake endorsements.KNOWLEDGE, ABILITIES AND SKILLS : (These are pre-employment knowledge, abilities, and skills that apply to the Essential Job Functions.) the above qualifications as the Calvert County Public Schools may find appropriate and acceptable.ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES :Leads, communicates, and implements programs that support a comprehensive public school student transportation system.Assesses the needs of the system and develops, implements, and communicates programs to ensure compliance with federal, state, and local laws and regulations and Board policies and procedures to provided services to students.Communicate effectively with parents/guardians, concerned citizens, school staff, bus contractors and bus drivers as it relates to all areas of responsibility.Coordinates and supervises all student transportation operations.Collaborates with directors and supervisors in system departments, Principals and Assistant Principals within the schools, and employees assigned to the transportation department to support student transportation.Collaborates with individuals in the finance department, bus contractors, and bus drivers.Directs work of Supervisors, Driver Trainers, Route Specialists, and Bus Assistants with a focus on providing safe transport of students to and from school and school system related events.Serves as the school system liaison for bus contractors and various interagency and state committees.Proactively resolves complex transportation issues, concerns and problems.Provides information regarding transportation schedules, policies and procedures as needed.Monitors weather conditions that may affect the safe transportation of students and makes recommendations pertaining to the early dismissal, closing and delayed opening of schools due to inclement weather.Ensures that a process for the development and continuous improvement of bus routes is established so that school buses arrive and depart within school arrival/dismissal windows.Develops and maintains a continuous improvement plan that addresses both immediate concerns and long-term goals for the department and provides status/updates as needed.Hires and evaluates assigned staff.Develops, implements, and supervises staff development and training for transportation staff, bus assistants, contractors, and bus drivers.Provides a comprehensive department report that highlights key performance indicators including but not limited to on-time performance metrics, safety statistics, accident rates, school bus inspections and driver qualifications.Enforces CCPS transportation policies, procedures, regulations and internal transportation guidelines.Develops, revises, and shares CCPS student transportation policies and administrative procedures and programs as needed.Prepares an annual department operating budget with supporting data as is necessary for clarification to the Superintendent of Schools and the Board of Education,Directs the development and maintenance of standard operating procedures, handbooks, and guidance for the Department of Transportation.Directs the development and coordination of transportation safety materials and programs for school personnel, students, and the public.Handles all types of emergencies as they arise including bus accidents or Calvert County Emergency Operations assignments and oversees and appoints Accident Review Committee.Assists with oversight of the bus camera, and GPS systems both installation and use.Assists with arranging and overseeing various school system meetings.Keeps abreast of Local, State, and National developments in order to affect changes in operations and program development necessitated by current changes in society, business, and education.Reviews recent literature and research studies and reports.Evaluates findings and suggests changes or to improve
